Surprise surprise

When we went to collect Esther's passport at the ICA building this afternoon, I was quite dismayed that there were at least 140 persons before us. I therefore reckoned we might be stuck there for at least 2 hrs. So I decided to take a risk to just put 1.5hrs worth of parking coupons. However, we were surprised that in just 1 hr 20mins it was our turn. In fact it could have been even faster as there were at least 6 counters that were closed. What bugs me is why did they not utilise these counters during peak hours so that they can quicken the collection process. So I see that old habits die hard.
